What is the Reassigned Numbers Database?

The Reassigned Numbers Database (RND) is a tool created by the U.S. Federal Communications Commission (FCC). It allows businesses to check whether a number has been permanently disconnected and reassigned to a new user before sending an SMS or making a call.
